Here is one example of our technique:
On one recent tour, our staff randomly passed out boxed lunches (ham, turkey, beef, etc) to our guests after they were seated on the coach bus. We then announced that if a guest did not want their meal package, then simply negotiate an exchange with another guest sitting either in front or behind you, or across the isle but NOT sitting next to you (you already know your friend or spouse). A lively interaction grew out of this ice-breaking activity that lasted the entire trip (or longer :-).
We followed up the event with a survey and a significant number of the respondents expressed interest in future events but, wanting to participate more with the host entity (your group). This information was passed on to the host group as additional resources for their program.
We also have commercial clients wanting to stimulate their employees to a stronger level of teamwork or, social organizations looking to stimulate their membership and budget. It is clear to us that an engaged audience is more likely to assume involvement and responsibility for the purpose and outcome of the organization.
